# Bermuda 10 > 1 country · 10 outcomes · 100 ventures. A nation's goals, written by its people — measured in public, built in the open. North star: the best place to live on Earth by 2050. Bermuda 10 is an independent nonprofit **in formation**. It carries ten national goals that, together, describe a place worth staying for. It started with a question: if we funded 100 ventures to build Bermuda's future, what would success look like — and how would we measure it? The question became ten goals. The goals now belong to Bermuda. Ratification is **underway**, not finished. The goals are being refined and validated with Bermudians on the record, then ratified, locked, and tracked on a live public scoreboard. Everything — the goals, the changes, the measurement, the confidence in each number — is published openly. The goals ratified at the 2026 Census baseline are handed to the generation that inherits them in 2050. **Open call — the Hundred Voices.** Nominations are open and close 31 October 2026. Eligibility: resident adults of Bermuda aged 18 or over, attested at nomination and verifiable with reasonable proof before seating (in this founding cycle voices must be 18+; safely including younger voices is an open design question for a future cycle); one voice per person; no more than two voices per employer or organisation per walk. Party officials and declared candidates are engaged through a separate, symmetric process, not this open call. A minimum of ten voices per walk is guaranteed and walks may exceed ten. The window may be extended once, by up to eight weeks, announced publicly, per-walk where a walk is under quota. Names are published only at the single publication moment; consent is part of nomination. Any nominee may withdraw at any point before the publication moment by writing to hello@bermuda10.com; withdrawals are marked in the ledger, never erased, and a withdrawn name is never published. Walk assignments are verified on a rolling basis and seated voices receive the review instrument by email as they are verified — one structured written review of the frozen goals — without waiting for the window to close. Reviews are accepted until two weeks after the window closes; adjudication then resolves all submissions together. Privacy: nominations collect name, email, and walk of life; until incorporation completes this information is held by the founder personally, as required by Bermuda's Personal Information Protection Act. Each turn of the loop leaves a record behind. 1. **Decide what success means.** Each year the nation reviews and ratifies the ten goals. Anyone can nominate themselves as a voice; every suggestion is judged in public against published gates, and the ratified goals lock for the year. 2. **Define how it's measured.** For each locked goal, a measurement cell — island market leaders plus a global standard-setter — defines the gold standard, chooses the metrics, locates the data, and takes the baseline. Published as the scoreboard. 3. **Take stock, on the record.** A standing measurement function reviews the scoreboard monthly. Every metric carries its own update frequency and confidence state; missing instruments are logged openly as Building. 4. **Rally builders against the gaps.** Incentive prizes are launched against the scoreboard — sponsors fund purse plus operations, builders compete, ventures form. Early prizes are small and run inside the annual cycle (proposed); the loop repeats and the ledger compounds. **The turn.** Step four returns to step one. Each turn closes with a published annual reflection: scoreboard movement, ledger summary, full financials, and what the machine changes next cycle — prize design, measurement cells, instruments, outreach. The institution calibrates how well the loop runs, never the scoreboard readings themselves. **Scoreboard status.** No live metrics exist yet. The /scoreboard page carries one illustrative strip (goal 1, Health, three example metric rows showing the Measured, Anchored, and Building states) that is explicitly labelled illustrative and carries no values — em-dashes and "awaiting baseline" stand where readings will sit. The live scoreboard opens at the Census baseline. ## The Ten Goals Each goal has a theme, a title, and a description. 1. Health — **Healthy at Every Age** — Health is the default at every age — strong, active, and well-supported lives where chronic disease is the exception, not the expectation. 2. Home — **A Home You Can Own** — There are enough homes for everyone who lives here, and owning one is within reach of every Bermudian who wants it. 3. Movement — **The 10-Minute Island** — Moving anything, anyone, anywhere on the island takes less than ten minutes, around the clock. 4. Sovereignty — **You Own Your Identity and Data** — Your identity and data are yours outright — you decide how they're used, every time. 5. Nature — **An Ocean That Feeds and Heals** — A thriving natural environment, from reef to shoreline to native forest — one that feeds the island, strengthens the health of everyone on it, and hands the next generation more nature than we inherited. 6. Resilience — **Power and Water You Never Worry About** — Reliable, affordable, resilient power and water that simply work. 7. Safety — **Safe at Every Hour** — Every Bermudian feels safe, anywhere on the island, at any hour. 8. Capability & Enterprise — **A Nation of Builders** — Every Bermudian has the skills, tools, and backing to build — learning never stops, and anyone with an idea can take it to market within a single day. 9. Belonging — **A Place Worth Staying For** — Bermudians choose Bermuda — staying, and returning, is the natural choice, and the numbers show it. 10. Blueprint — **The Place the World Learns From** — What we prove here — measured in public, built in the open — becomes the blueprint other nations study and adopt. ## The Governance Thesis (v0.9) A working thesis, published for public review. The goals ratified at the 2026 baseline are handed to the generation that inherits them in 2050. 2. **What the voices govern.** The hundred voices ratify what the goals are. They do not run operations. Executive authority — prize design, partnerships, sequencing, saying no — sits with the Managing Director. Consensus for legitimacy, command for execution. 3. **Founder tenure.** The founder serves as Managing Director now and transitions to Chairman when published graduation gates are met — not on a date, on evidence the institution runs without him. Preconditions (obligations, not credits): the baseline scoreboard is published, and the first prize cycle is completed. One mandatory gate: fee and membership income covers core operations for 24 consecutive months — an institution that cannot pay for itself has not graduated from anything. Then two of three: (a) Demand — cumulative underwritten prize purses reach $1M (purse plus operating fee, escrowed), including at least one single purse of $250,000 or more, and at least two sponsors who have returned for a second prize; early micro-prizes count toward the cumulative figure, and the single-purse floor and the repeat-sponsor test are what prove the market pulls. (b) Governance — one full annual cycle, nominations through ratification through publication, completes with the ratifying layer constituted and functioning. (c) Measurement — the scoreboard publishes on its stated cadence for 12 consecutive months, and at least three metrics — five is the target — have converted out of Building through instruments or data custodians that this process brought into existence, as evidenced in the ledger. Nothing prevents an earlier handover: gates are ceilings on tenure, never floors. 4. **Succession.** The same standard applies to every seat the founder holds: its exit gates are published before he sits in it. These gates govern the Managing Director tenure. The gates that end the Chairman tenure will be set with the board and published before the founder assumes the Chair — on the same standard: evidence, not dates. No seat is held without its exit on the record. 5. **The four gates.** Every suggested change to the goals is judged against four gates, in order; the first gate it fails is the published reason. (1) Outcome, not mechanism — it must describe a state of the island, not a program. (2) Measurable by 2050 — a gold standard, metric, and data source can exist, even if it starts in Building. (3) Disaggregable — achievable across subgroups; no goal is achieved until achieved across groups. (4) Universal — recognisable as theirs across all ten walks of life, not one sector's agenda. 6. **The cycle.** The published goals are frozen as the review baseline for each cycle. Voices review the same frozen text in parallel through one fixed instrument, issued as each voice is verified and seated rather than after the window closes; reviews are accepted until two weeks after the window closes. Submissions are logged under voice IDs. Substantive changes wait for a quorum — five voices from three walks — before adjudication, which resolves all submissions together after reviews close. One adjudication day resolves the ledger; every acceptance, amendment, and rejection carries written rationale. The ten delegates ratify the ledger, not a room. The founding cycle is judged by the founder against the published gates, with every decision logged. Ratification by a constituted body representing the ten walks is the design intent, recorded openly as deferred until the machinery has run: constituting that layer is itself a graduation gate. The earlier standalone Goals Council page has been retired into this thesis as the process matured. 7. **The reveal.** The ledger fills publicly against voice IDs as the cycle runs. Names, the ratified goals, the delegates, and the baseline scoreboard are published in one simultaneous moment. 8. **Funding.** Sponsors fund each prize purse plus an operating fee; the foundation never funds purses from its own balance sheet. A membership tier gives donors a voice in which prizes are built — never in what the scoreboard says. Surpluses build reserves. The foundation holds no equity in ventures, ever: the referee cannot hold positions on the game. The first prizes will be deliberately small — proposed: five to ten micro-prizes in the low tens of thousands each, run inside a single annual cycle — to build the operating muscle before larger, multi-year purses. 9. **Cycles and calendar.** The founding cycle is transitional. From 2027, cycles run January to December, with nominations closing 31 October each year. 10. **The board.** An initial board of three seats (proposed). Appointments are announced at the publication moment. 11. **Operations and transparency.** Operations run deliberately lean: AI does the clerical lifting — drafting, logging, tracking, formatting — with a named human accountable for every decision. The machine never adjudicates. No suggestion is accepted or rejected, no ledger entry is decided, and no goal is worded by an algorithm; the four gates are applied by a person, on the record. Each cycle closes with one published annual reflection: the scoreboard's movement, the ledger in summary, the full financials, and what the machine changes next turn — prize design, measurement cells, instruments, outreach. The institution calibrates how well the loop runs — participation, measurement coverage, custodian signatures, prize adoption — and never marks its own scorecard: the needles answer to the nation, the machine answers for the turn. Published financials also make the graduation gates checkable: whether fee income covers core operations is verifiable against the books, not a founder's assertion. **Governance changelog.** 19 August 2026 — Governance Thesis v0.9 published and signed; north star set to 2050; site restructured around the four-step loop, with the Goals Council page retired into the thesis (ratification recorded as deferred) and the measurement page renamed the Scoreboard; graduation gates published (one mandatory financial gate plus two of three demand, governance, measurement) with the succession rule; the Hundred Voices nomination window opened, closing 31 October 2026; privacy, contact, and withdrawal rights added. 12 August 2026 — governance split into its own pages and the measurement architecture published (cells, deliverables, four-state confidence model). 11 August 2026 — goals matured to v2 with theme labels and rewritten descriptions; roadmap reordered around ratification. 19 June 2026 — rebranded to Bermuda 10; the ten goals published as a plain list. 26 May 2026 — first measurement experiment: the ten outcomes rendered as a live dashboard with a confidence model. 8 May 2026 — the ten outcomes first published as the centre of the site, with the hundred ventures beneath them. 9 April 2026 — project started as a venture-studio site. ## How the Goals Mature Goals a nation trusts cannot be edited quietly — and cannot be a free-for-all either. Version one was drafted by founders. Every version after matures through a constituted process: named voices, published gates, and a ledger that keeps everything. This is version one of that process, published for feedback like everything else here. The cycle: 1. **The hundred voices are constituted.** At least ten voices from each of ten walks of Bermudian life — more are welcome, but ten by ten is the commitment. Every voice is on the record. 2. **Feedback is invited.** The hundred review the goals as lived — what is right, what is wrong, what is missing. 3. **Every submission is adjudicated.** Every submission is adjudicated against four published gates — outcome not mechanism, measurable by 2050, disaggregable, universal — with written rationale for every acceptance and rejection, all of it in the ledger. Nothing disappears. Ratification by a constituted body representing the ten walks is the design intent, recorded openly as deferred until the machinery has run its first cycle. 4. **The version publishes.** New wording, full changelog, belonging to Bermuda. The scoreboard follows the ratified text. 5. **The cycle repeats — at least annually.** The hundred voices are constituted again, the same or new, ten from each walk. The ledger compounds. This is the quiet power of the design: a single ratification produces a document; an annual cycle produces a ledger. Ten years of this is a decade-long public record of what Bermuda asked of itself — every request, every answer, every change. No manifesto can compete with a ledger. ## Changelog v2 — August 2026 (founders' draft, pre-ratification): Theme labels added to all ten goals. Goal 2 retitled from 'Every Bermudian a Homeowner'; supply clause now names all residents, ownership anchored to Bermudians who want it. Goal 4 payment clause removed. Goal 5 broadened from marine-only to the full natural environment. Goal 7 trust clause moved to goal 9. Old goals 8 and 9 merged into a single Capability & Enterprise goal. Goal 9 (Belonging) added. Every step is gated by readiness, not the calendar. ## The Scoreboard (how the goals are measured) After publication, the question changes: what does gold standard look like — and how far from it are we? Measurement is where ambition becomes accountable. It is designed to be standing, neutral, boring, and beyond suspicion. This is step two and step three of the loop: how success is defined for each locked goal, and how stock is taken until the live scoreboard replaces this page. **The measurement cells.** For each goal, a small cell — one to three island market leaders plus a global standard-setter — produces four things, in order: 1. **Gold standard defined** — what would world-class actually look like for this goal, not for Bermuda's circumstances, for anyone's. 2. **Metrics chosen** — the smallest honest set of numbers that would prove it. 3. **Data located** — who already measures this, how often, and how well. 4. **Baseline taken** — where Bermuda stands today, recorded without flattery. Where the instrument does not exist, the gap is logged openly as Building — a venture waiting to be founded. **Two layers, kept apart.** Advice comes and goes; the measuring hand stands. Advisers, experts, and partners rotate through the cells as the work needs them. The measuring hand itself — the standing function that publishes the numbers — never rotates, because trust compounds. It is deliberately the least exciting institution on the island, and that is its entire value. The scoreboard is reviewed monthly. Each metric updates at its own native frequency — some feeds move weekly, some surveys move annually, the Census moves once a decade — and every metric is stamped with its last update and its confidence state. The review cadence is a promise about attention, not a claim that every number changes monthly. **Two rules that keep it honest.** 1. System properties are metrics, never goals. Commitments like carbon net positive live as gold-standard metrics under the goals — held to account on the scoreboard, without crowding the ten a resident can feel. 2. No goal is achieved until it is achieved across groups. Every metric reports by subgroup — race, gender, age, income, parish. An island average can hide half an island. ## Confidence Model Every metric on the scoreboard carries an honest confidence state: - **Measured** — a direct, authoritative instrument measures the outcome itself. - **Anchored** — an official source measures it, but less frequently or less precisely than we want. - **Proxied** — no direct measure exists yet, so a closely related indicator stands in. - **Building** — the instrument does not exist yet and is openly logged as under construction.
